China's Ministry of Commerce: Anti-dumping duties continue to be imposed on halogenated butyl rubber from many countries

On August 19, the Ministry of Commerce of China issued an announcement on the final review ruling on anti-dumping measures applicable to imported halogenated butyl rubber originating in the United States, the European Union, the United Kingdom and Singapore.

The Ministry of Commerce ruled that if the anti-dumping measures are terminated, the dumping of imported halogenated butyl rubber originating in the United States, the European Union, the United Kingdom and Singapore on China may continue or reoccur, and the damage caused to China's halogenated butyl rubber industry may continue or reoccur. Therefore, from August 20, 2024, anti-dumping duties will continue to be imposed on imported halogenated butyl rubber from these countries and regions. The tax rates are the same as those stipulated in the Ministry of Commerce's Announcement No. 40 of 2018, which are 75.5% for US companies, 27.4%~71.9% for EU companies, 23.1%~45.2% for Singaporean companies, and 71.9% for British companies. The implementation period is 5 years.

From August 20, 2024, import operators shall pay the corresponding anti-dumping duties to the Customs of the People's Republic of China when importing halogenated butyl rubber originating in the United States, the European Union, the United Kingdom and Singapore. Anti-dumping duties are levied on the basis of the dutiable price approved by the customs. Import value-added tax is levied on the basis of the dutiable price approved by the customs plus tariffs and anti-dumping duties as the taxable price.
